BRIEF HISTORY OF EARLYCHILDHOOOD CARE AND EDUCATION
ADENIRAN OGUSANYA COLLEGE OF EDUCATION, OTO/IJANIKIN, LAGOS
The creation of ECCE Department became a child of necessity in 2010 after the sixth year of enactment of the UBE Act. The introduction of free Universal Basic Education in 1999 gave birth officially to the provision of Earlychildhood Care and Education plus nine (9) years of formal schooling.
Perhaps, it was a premise on which the NCCE, the regulatory body of Colleges of Education in Nigeria in 2009 conducted a survey of Day-care Centres and Nursery Schools in Nigeria to gather the much needed baseline information critical to adequate policy planning and resources allocation for pre-primary education.
The findings of the survey compelled the NCCE to incorporate the pressing need of specialist teachers and content standard for ECCE programme and basic education in Nigeria. Therefore in 2009, NCCE released the 4th edition of minimum standards for the Nigeria Colleges of Education and instructed its take off for 2009/2010 academic session.
Adeniran Ogunsanya College of Education (AOCOED) being a model College of Education, set up a committee headed by Dr Olaoogun, G.O.  with Comrade Fowowe, S.S. as a member to look into how the department can kick start. The report of the committee confirmed the readiness of the College to begin the running of the programme and approval of the Academic Board was sought and finally gotten. By the end of March 2011, Dr Olaogun, G.O. was appointed as first Head of Department with seventeen (17) students. He served in that capacity for four (4) years (2011 – 2014) until April 15th 2014, when a new School, School of Primary and Earlychildhood Education (SPEC) was created and mandated by the NCCE. Dr Olaogun, G.O. was therefore appointed as the first Dean of the new school and Comr. Fowowe, S.S. appointed as the second Head of Department and the First H.O.D of the new school, School of Primary and Earlychildhood Education (SPEC).
